I. COMPREHENSIVE INVENTION/INNOVATION SERVICES
1. Intellectual Property Rights Assistance Program (IPRAP)
The IPRAP was devised through E.O. No. 128 creating TAPI as reinforced by RA No. 7459 otherwise known as the "Inventors and Invention Incentives Act of the Philippines". The protection of IP is a crucial preliminary step in technology transfer and commercialization. In support of this crucial preliminary step, the Institute provides assistance in patent consultation and grants for the payment of patent agents’ and IP officers’ fees.
Assistance coverage provides advisory, technical, and financial services in securing intellectual property (IP) protection from the Intellectual Property Office of the Philippines (IPOPHL).
The Program offers a holistic package of assistance for patent, utility model, industrial design, copyright, and trademark applications for private male and female individual inventors, various institutions, researchers with privately funded R&D, and technologies developed or funded by the Department of Science and Technology (DOST) or any of its attached agencies.

2. Technology Innovation and Commercialization (TECHNiCOM) Program
The TECHNiCOM Program focuses on providing financial grants and technical assistance to eligible proponents in refining and optimizing technologies in the pre-commercialization stage. The goal of the Program intervention is to turn technologies to be at par with their counterparts and potential competitors and prepare them for eventual market launch in the Philippines through commercialization and industry adoption.

3. Invent School Program (ISP)
The Invent School Program (ISP) involves the conduct of a seminar-workshop in private and public schools in cooperation with inventors' groups, LGUs, and NGOs to stimulate students' interest in creativity and inventiveness and create awareness of Intellectual Property Rights (IPR) and Protection.
The Program provides an opportunity for students in the Elementary, High School, and College levels to not only develop their creativity and potential but also to awaken their true ingenuity. Invent School serves as a starting ground for young Filipino inventors.

4. Concept Prototyping Program
The Concept Prototyping Program provides support for the development of an initial working prototype of a potential invention or innovation through a provision of technical assistance in collaboration with experts from the industry, DOST Research and Development Institutes (RDI), and State Universities and Colleges (SUC) or Higher Education Institutions (HEI).
The program also provides financial assistance to develop the initial working prototype of an invention to cover raw materials, labor expenses, and testing fees from the laboratories and other facilities of RDIs and SUCs or HEIs. The financial assistance excludes clinical studies or trials specifically on medical-related technologies.

5. Grants and Assistance to Leverage Innovations for National Growth (GALING) Program
This program aims to have a holistic approach of packaged assistance that will harmonize the pre-commercialization programs of DOST-TAPI's Invention Development Division (IDD), in particular the Testing and Analyses Program, Industry Based Invention Development (IBID) Program, and Invention-Based Enterprise Development (IBED) Program. It will also provide financial assistance for iterative prototyping. Compared to these individual programs, GALING shall offer a more comprehensive assistance that aims to shepherd pre-commercialization preparatory works through TRL-based intervention that includes iterative prototyping.

6. Online System Administration & Management
In response to digitalization, the Institute strengthened IP monitoring and updating through the Online System Administration and Management (OSAM) Program composed of the “SIPAG” and “iSIPAG” mechanisms.
The SIPAG is an offline electronic management system that contains data and information related to the inventions or technologies handled by DOST-TAPI, whereas the iSIPAG is an online tool that keeps track of the client’s IP application/s without the need to personally visit, call, or email.
II. TECHNOLOGY TRANSFER AND COMMERCIALIZATION SERVICES
1. Venture Financing Program (VFP)
The Venture Financing Program (VFP) is a program of the Technology Application and Promotion Institute (DOST-TAPI) that accelerates the commercialization of innovative technologies or inventions by providing the necessary funding support to technology-based Micro, Small, and Medium Enterprises (MSMEs).
Through VFP, we provide technopreneurs with an accessible financing mechanism to grow their business.

2. Innovation and Technology (I-Tech) Lending Program under Invention Guarantee Fund (IGF) of R.A. 7459
The I-Tech Lending Program provides a special lending window through the Land Bank of the Philippines (LBP) to complement the use of the Invention Guarantee Fund (IGF) as provided for in Republic Act No. 7459 known as Inventors and Invention Incentives Act of the Philippines to extend financial support to credit-worthy and duly certified Filipino men and women inventors in the commercialization of patented inventions in the Philippines.

3. Honing Innovations, Research, Agreements and Negotiations of the Government-Funded Technologies (HIRANG) 2.0 Program
The Honing Innovations, Research, Agreements and Negotiations of the Government-Funded Technologies (HIRANG) 2.0 Program aims to provide assistance through consultancy services, capacity building and other forms of financial assistance to increase the investment readiness level of the spin-offs and startups of the DOST-generated and funded technologies.

III. TECHNOLOGY PROMOTION AND MARKETING SERVICES
1. Institutional Support for Trade and Exhibitions of DOST Technologies and Services
The Program serves as an effective marketing/promotion strategy showcasing DOST's generated technologies and Filipino inventions on the latest advances in S&T in the country.
It is an excellent platform for the dissemination, sharing and exchange of information and ideas involving S&T development for the benefit of various sectors. It organizes/supports DOST and non-DOST S&T Fairs, and local and international technology training/seminar/ fora/contest and exhibits.
Included in the Program’s scope are the following components:
a. National Science and Technology Week (NSTW)
b. Regional Science and Technology Week (RSTW)
c. National Invention Contest and Exhibits (NICE)
d. Regional Invention Contest and Exhibits (RICE)
e. Participation to Non-DOST Exhibitions and Technology Training/Seminar/ Conference/Fora/Contest (Local and International)
f. National Inventors Week (NIW)

2. Marketing Assistance Program (MAP)
The Program aims to assist in the market-entry and uptake of locally-developed technologies of inventors and innovators by providing technical support in marketing their technologies.
The Program covers financial and technical assistance to implement marketing activities that will assist in the commercialization of locally developed technologies.
3. Applied Communications Unit (ACU)
The ACU leads the promotion of the Institute’s Invention and Technopreneurship Programs. There are two ACU subunits: the Applied Communications Unit for inventors (ACU-i) promotes the Institute’s Invention Programs, while the Applied Communications Unit for non-inventors (ACU-n) promotes the Institute’s Technopreneurship Programs. Through this strategy, the Institute aims to increase the access to its programs and services and intensify its efforts in promoting technology commercialization/translation.
ACU-i and ACU-n develop various promotional materials and activities, showcasing the Institute’s Invention and Technopreneurship Programs. Through the ACU’s campaigns to promote the Institute’s programs, it will also feature various Filipino inventors, innovators, technopreneurs and their inventions and innovations.
4. Travel Assistance to Inventors Program
The Program provides financial support for travel of men and women winners of Presidential Awards for inventions (Article II, Sec. 4 of R.A. No. 7459) to participate in recognized international events where their winning inventions or areas of interest are advanced.
The Program’s assistance covers participation to prestigious and recognized international invention-related expositions and shall fund travels duly recommended by the Screening Committee for R.A. No. 7459.
IV. PROGRAMS OF ASSISTANCE UNDER THE LEGAL UNIT
1. Tax and Duty Exemption Assistance Program
The Program facilitates the evaluation of a request for the issuance of certification on tax and duty exemption application of inventor/utility maker/industrial designer for submission to the Bureau of Internal Revenue (BIR) or Department of Finance (DOF).
Pursuant to Article III, Section 5 and 6 of Republic Act No. 7459, applicants are given the privilege to apply for tax exemption and customs duties exemption for inventions that are new and original and produced on a commercial scale. The exemptions are principally governed by orders, revenue regulations and/or administrative issuances from the Department of Finance (DOF) through the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC). The tax exemption privilege may be extended to the legal heir or assignee upon the death of the inventor.

2. Inventors’ Organization Accreditation
The Program aims to accredit and recognize inventors’ organizations throughout their activities pursuant to Republic Act (RA) 7459 or the Inventors and Invention Incentives Act of the Philippines.
