Ms. Pierre Sonia S. Dela Corte participated in the Workshop for the Development of a National Livelihood Framework on 25-28 September 2017 in the Manila Pavilion Hotel, Manila as preparation for the MOU
A Memorandum of Understanding (MOU) between the Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) and the Bureau of Workers with Special Concerns of the Department of Labor and Employment (DOLE-BWSC) is being finalized to create a partnership engaging communities for capacity trainings and livelihood projects and opportunities.
Stated in the MOU is DOST-TAPI’s mandate of promoting the transfer and commercialization of technologies, by which funding shall be allocated for the approved proposals for the livelihood and community-driven development under the Science and Technology Application in Rural Development (STARDev) Program.
STARDev covers the cost of equipment, raw materials, packaging and labelling materials, and other indirect materials during prototype development, production trials, and upgrading of existing livelihood projects submitted by DOLE-BWSC.
On the other hand, DOLE-BWSC with its DOLE Integrated Livelihood Program (DILP) utilizes the services and expertise of DOST-TAPI in providing science and technology interventions particularly in the promotion, transfer, and commercialization of local technologies.
With this partnership, DOLE-BSWC contributes to the country’s poverty reduction through capacity building on entrepreneurial ventures especially among the vulnerable and marginalized workers of the nation.
An initial meeting was held on 15 September 2017 which brought the conception of an MOU between DOST-TAPI and DOLE.
“The convergence of the services of both government agencies through STARDev and DILEEP can sustain the capabilities of the beneficiaries in the community for livelihood programs,” said Pierre Sonia S. Dela Corte, Cluster Head of STARDev.
DOST Secretary Fortunato T. De La Peña and DOLE Secretary Silvestre H. Bello are expected to sign the MOU in the fourth quarter of 2017.
