TAPI allies with the country’s sole association of registered patent agents

TAPI-DOST, Taguig City - The Technology Application and Promotion Institute (TAPI) and Association of PAQE Professionals, Inc. (APP) entered into a Memorandum of Agreement as partners in providing Intellectual Property (IP) services last 16 September 2014 during the ceremonial signing held at the DOST Compound.

Early this year, the DOST Secretary Mario G. Montejo challenge TAPI to file up to 100 IP applications for the year 2014, hoping to notably improve the rank of the Philippines in the Global Competitiveness Index (GCI) in terms of Innovation (Twelfth Pillar).  TAPI as an agency mandated to provide assistance in securing Intellectual Property (IP) protection through the Intellectual Property Rights Assistance Program (IPRAP) accepted the challenge.

Strategically, TAPI pro-actively call for proposal of potential IPs from the Research and Development Institutes (RDIs) of the DOST to avail of the complete package of patenting assistance which covers preparation of specification and claims, filing, prosecution and up to the conclusion of the application. Number of requests for the assistance fluctuates drastically that the DOST patent agents and other IP service provider of TAPI cannot handle the influx anymore.  Consequently, TAPI looked for a partner, which can render the IP services at a very economical price. Very timely, APP is all ready to accept patenting services with its highly competent associates and willing to give reduced and capped rates as part of its corporate social responsibility for government entities like TAPI.

With the execution of the MOA, Engr. Edgar I. Garcia, TAPI Director, expects that APP will be very instrumental in increasing quality local filings. Dir. Garcia expressed optimism that his  Agency will not only overshoot its target for IP protection assistance but also APP will ensure quality in a short period of time. “This is a milestone to TAPI’s efforts to significantly increase the number of quality local patent filings”, Dir. Garcia added.

Represented by the APPPresident, Atty. BayaniLoste in the contract signing, the Association will serve as a clearinghouse by providing qualified patent agents to handle the application and prosecution of the technologies assigned to them.

Under the MOA, the Association will handle a minimum of 20 technologies in a 22-day cycle within which the application is already filed.

APP is the soleassociation of professional patent agents who passed the Patent Agents Qualifying Examinations (PAQE) being officiated by the Intellectual Property Office of the Philippines (IPOPhil) and was organized to disseminate knowledge on the work of its members and other matters relating to patents as well as to liaise with other entities regarding industrial property protection and prosecution.

With this partnership, Dir. Garcia expects an accomplished challenge by the end of the year, especially that the Agency continuously looks for the technologies across the countrywith IPs to be protected under its program of assistance.

Liboro inquisitively discussed technologies of STII and how TAPI could help identify and secure possible IP protection for them.

The ceremonial signing was ended with a symbolic toast with “basi” as a drink, a local beverage from Ilocos Sur, which was especially imported and apportioned by the IPR staff for the ceremony. (Anna Liza Bayubay-Saet)
