Paving the way towards change and innovation: DOST-TAPI celebrates 31st anniversary


The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) celebrated its 31st anniversary on 29 January 2018 at the DOST-TAPI Audiovisual Room.

With the theme, “Embracing Changes and Innovation for Inclusive Growth and Development in S&T [Science and Technology] Services, the entire Institute, current and former staff, came together to commemorate 31 years of DOST-TAPI’s accomplishments and achievements.

DOST-TAPI Director Edgar I. Garcia mentioned the bold measures undertaken by the Institute in becoming a strategic partner in advancing socio-economic growth by promoting globally-competitive technologies.

“With the adjoined efforts of each team member in the Institute, we were able to embark major initiatives on assisting the needs of entrepreneurs, start-ups, academe, inventors, and relevant stakeholders,” added Garcia.

Prof. Fortunato T. De La Peña, Secretary of DOST, pointed out 3 key messages during his inspirational message.

“DOST-TAPI has come a long way in systematically delivering services to stakeholders. However, the Institute can improve by revisiting the strategies through reanalyzing the strengths, weaknesses, opportunities, and threats; fast-tracking development in the regions by avoiding a “Manila-centric” approach and by tapping the potential key markets across the nation; and providing each service with a personal touch which is often missing when engaging with our clients,” said De La Peña.

Unveiling of Marker in Collaboration with DOST-PCAARRD

As part of the Institute’s 31st anniversary, the unveiling of marker of the Invention Development Division (IDD) of DOST-TAPI was led by Director Garcia with Dr. Melvin B. Carlos, Officer-in-Charge of the Office of the Executive Director for Administration, Resource Management, and Support Services of Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD).

The improvement of the IDD office is in collaboration with DOST-PCAARRD in support to the Freedom to Operate (FTO) Unit.

The FTO Unit assures inventors and researchers from possible infringement issues of commercial products that are presently marketed in the industry.

Moreover, the Unit capacitates technology transfer officers, academicians, local researchers, and government councils about FTO being a crucial part of commercialization.

The marker indicates the commitment of DOST-TAPI in championing activities concerning innovations in S&T services including technology promotion, transfer, and commercialization.

MOU Signing Between APP and DOST-TAPI

The Institute has been providing assistance in securing intellectual property (IP) protection through a holistic package for DOST-generated and other technologies.

The assistance package includes patent applications and other IP filings such as utility models, industrial designs, trademarks, and copyrights.

To strengthen DOST-TAPI’s obligation in carrying out IP audits, a memorandum of understanding (MOU) was signed between the Institute through Director Garcia and the Association of PAQE Professionals (APP), Inc. through Mr. Noel A. Catibog, Vice President of APP.

This MOU aims to hasten the Institute’s IP Rights Assistance Program through the support of APP’s patent agents with actual visits and one-on-one interviews with the inventors and researchers.

Loyalty Awardees

The celebration also recognized the DOST-TAPI staff who have served the Institute for at least ten years.

Ms. Elena P. Oblego and Ms. Adora S. Oriondo led the roster of loyalty awardees for their dedication in serving DOST-TAPI for 40 years. Also, Ms. Emilie S. Capellan and Ms. Elizabeth I. Garcia were awarded for serving the Institute for 25 years.

Recognition were also given to Ms. Pierre Sonia S. Dela Corte, Ms. Eilleen S. Fernando, Ms. Rodelia R. Padilla, and Ms. Jocelyn P. Tango-an for 20 years of service, likewise appreciation were given to Ms. Mylene A. Alano, Ms. Ella U. De Luna, Mr. Christoper C. Gealan, Ms. Irene I. Gutierrez, Ms. Anna Liza B. Saet, and Ms. Ma. Theresa A. Sobremisana for 10 years of service to the Institute.

The recipients were awarded certificates by Director Garcia and Ms. Lilia B. Ferrer, Administrative Chief of DOST-TAPI, for their continuous and outstanding service to DOST-TAPI.
