Minimum Requirements:

Education             :      Bachelors Degree relevant to the job

Experience           :      One (1) year of relevant experience

Training                :      Four (4) hours of relevant training

Eligibility               :      Career Service Professional/Second Level Eligibility

 

Preferred Qualifications:

  • Preferably a graduate of Bachelor in Accountancy or any Accounting related course and has one (1) year experience in the Finance and Administrative Division.
  • Familiar with E-Budget System, Online Submission of Budget Proposal (OSBP) and Unified Reporting System (URS).
  • Knowledgeable in MS Word, Excel, Google sheet and PowerPoint presentation

 

Duties and Responsibilities:

  • Prepares documents needed in the submission of budget proposal including Online Submission of Budget Proposal (OSBP) to DBM;
  • Prepares monthly Statement of Appropriations, Allotment, Obligations and Balance (SAAODB) and other related reports for submission to DOST, DBM, COA.
  • Coordinates with divisions and the planning unit in the preparation of annual budget;
  • Prepares budgetary requirements for submission to House of Representatives and Senate of the Philippines.
  • Prepares and submits Budget Execution Documents (BED 1) Financial Plan and BED 3 Monthly Disbursement Program) through Unified Reporting System (URS) of DBM;
  • Process Obligation Request for General and Project Funds including analysis of financial transaction to determine completeness of requirements based on the checklist;
  • Maintains and records obligations in the Registry of Allotment and Obligations (RAOPS) for PS, MOOE and CO.
  • Prepares realignment of funds;
  • Assist in the analysis, review of data and preparation of reports as requested by concern government agencies;
  • Assist in the monitoring of allotments and expenditures of general and trust funds on a regular basis;
  • Coordinates with concerned agencies (DOST, DBM, COA, HOR, Senate) on budget matters;
  • Prepares communication on budget matters.
  • Liaison Officer for DBM, COA, HOR and Senate;
  • Perform other functions that may be assigned from time to time.
